Trough playbook: shift, don't shrink
The residential clock stops; the commercial one doesn't. Contractor debris, light-industrial cleanouts, property-management turnovers, and hoarding/estate work keep moving through winter — but only for operators whose ads and GBP services actually name them. Winter is also when review velocity is cheapest to build: fewer jobs, more time to ask.
Budget timing beats budget size
A flat $1,500/month is the wrong budget twelve times a year: too much in January, too little in May. Front-load the surge (when cost-per-lead is lowest and jobs stack), cut the trough to a commercial-keywords floor, and pre-build seasonal ad groups in February so Quality Score history exists before the surge prices in.
